# Transparency report: what we count

> NomineeName transparency report: complaints, suspensions, data requests by origin and UDRP cases, every quarter from January 2027; no estimates.

- Last updated: 2026-10-19
- Publisher: NomineeName (https://nomineename.com)

Our company is the registrant of record of every domain, so every complaint and every request for data comes to us. This page sets out what we will count and publish each quarter. The first period is still open, so there are no figures yet.

**Quick answer — What will the NomineeName transparency report show?**

The **NomineeName** transparency report will count, each quarter, complaints by category, complaints refused without a Panamanian court order, suspensions under the strict exceptions, data requests by origin and UDRP cases. As of 19 October 2026 no figures exist: the first report comes out in January 2027 and covers launch to 31 December 2026.

> **Period still open** The first period (launch to 31 December 2026) has not closed. We publish counts only for closed periods, and we never estimate or round a figure up or down to look better. Until January 2027, this page describes the method only.

## Why does a nominee registration service need a transparency report?

Because we are the only door. NomineeName is a nominee domain registration service from Panama: every domain is registered in the name of DomaineGoat LLC by default, so the registration record and WHOIS show the company, never you — no ID, no KYC, paid in crypto.

With WHOIS privacy, a complaint or a data request can also reach the registrar, or the registry when it keeps contact data, which hold the customer's details. With nominee registration, they hold only our company's details. So every request about a customer passes through us, and only we can say how many arrived and what we did with them.

A policy is a promise. A count shows whether the promise held. Customers need to know that complaints alone did not take domains down. People who report abuse need to know that real abuse was acted on.

## Which complaints will the report count?

Every complaint received at abuse@nomineename.com or support@nomineename.com, sorted by what it alleges:

### Complaint categories

| Category | What we will publish | Rule that applies |
| --- | --- | --- |
| Phishing and pharming | Reports received, reports confirmed, domains suspended | Strict exception: action within 24 hours of a well-documented report |
| Malware and botnets | Reports received, confirmed, suspended | Strict exception: action within 24 hours of a well-documented report |
| Child sexual abuse material | Reports received, confirmed, suspended, referred to NCMEC | Strict exception: handled immediately, and the URLs are reported to NCMEC |
| Fraud that takes money from victims | Reports received, confirmed, suspended | Strict exception: action within 24 hours of a well-documented report |
| Copyright | Complaints received; complaints refused without a Panamanian court order | No takedown on complaint alone |
| Defamation | Same as copyright | No takedown on complaint alone |
| Political | Same as copyright | No takedown on complaint alone |
| Competitor | Same as copyright | No takedown on complaint alone |
| Other | Complaints received and what happened to them | Acceptable use policy |

## How will suspensions be reported?

Suspensions will be counted only under the strict exceptions: phishing (including pharming), malware, botnets, child sexual abuse material, and fraud that takes money from victims. For each category the report will give:

- the number of domains suspended;
- the median time from a well-documented report to action, compared with our targets;
- the number of suspensions lifted after review, for example after a hacked site was cleaned.

If a domain is ever suspended for another reason, such as a Panamanian court decision, it will be shown on its own line with that reason. A row that should stay at zero, like takedowns on complaint alone, will still be printed, so readers can see it is zero.

## How will data requests be counted by origin?

Each request for data about a beneficial owner will be counted once, by where it came from, with its outcome:

1. **Panamanian court orders**;
2. **Panamanian prosecutor's orders** (Ministerio Público);
3. **UDRP proceedings**;
4. **foreign courts and authorities** that did not go through Panama;
5. **lawyers, companies and private persons**;
6. **requests sent through ICANN's RDRS**.

For each origin: requests received, granted, refused. Our [disclosure policy](https://nomineename.com/disclosure-policy/) says only the first three can be granted. The report will show whether that held.

We use the same broad origins as ICANN's RDRS pilot. From November 2023 to November 2025 it handled more than 3,700 requests: 32 % about intellectual property and 16 % from law enforcement, with about a quarter approved. Our figures will be far smaller, but readable side by side.

## Will the report include UDRP cases?

Yes. Each UDRP complaint against a domain we hold names DomaineGoat LLC as registrant of record, so we will count them all:

- complaints received, by dispute provider;
- cases where the beneficial owner was told the same business day the dispute provider contacts us;
- outcomes: denied, transferred, cancelled, withdrawn or settled.

The process is explained in [UDRP and nominee domains](https://nomineename.com/udrp-and-nominee-domains/).

## Can anyone check the abuse level of our domains today?

Yes, without waiting for our report. ICANN's Domain Metrica has been open to everyone since 18 February 2025. It shows how much phishing, malware and botnet abuse is concentrated at each registrar and registry, from reputation lists. Spamhaus publishes registrar rankings based on the share of abused domains.

Our report will add what those tools cannot see: the complaints we refused and the data requests we received. To see who appears as registrant on privacy-protected domains across the market, read the [registrant-of-record index](https://nomineename.com/registrant-of-record-index/). Prices are on the [pricing page](https://nomineename.com/pricing/).

## Transparency report: FAQ

### When is the first NomineeName transparency report?

In January 2027. It covers launch to 31 December 2026. After that, a report follows each quarter. Until the first period closes, this page explains the method and holds no figures. We do not publish estimates, partial counts or round numbers chosen in advance.

### Will the report name customers or domains?

No. The report gives counts only: requests, outcomes and domains suspended, by category. It never lists a customer, an email or a domain name. Publishing a list of suspended domains could harm customers whose hacked sites were cleaned, and it would add nothing to the counts.

### Will the report show requests you refused?

Yes, and they are the point of the report. For every origin, from Panamanian courts to private lawyers, it shows how many requests arrived and how many were refused. For copyright, defamation, political and competitor complaints, it shows how many were refused without a Panamanian court order.

### Can a court order stop you from counting a request?

A court can forbid us to tell a customer about a request for a time. It does not stop us from counting the request in a total, among others of the same origin. If a law ever forbids even a count, the report will say that a category is withheld, and why.

### Why should I trust figures you publish yourselves?

You can check part of them elsewhere. ICANN's Domain Metrica and Spamhaus rankings measure abuse at registrars from outside. UDRP decisions are public on the providers' websites. Our report adds what nobody else can see: refused complaints and data requests. Each report keeps the same categories, so changes are visible.

### Does Domain protection appear in the report?

Yes, as a separate line. Domain protection means every complaint about a protected domain is read by a person before any action, with notice to the customer when the law allows. The report will count complaints on protected domains and how many led to a notice to the customer.
